Thanks for your feedback.

Could you please point out in a mailing list
archive the CC+ and CC0 pre-announcement
you refer to? I do not recall any,
but if there was one, it is important to know.

Regarding the other points:
1. sure, it should go beyond cc-europe: but first
I would suggest to get it straight among ourselves;
2. I do not see any alternative to writing an email
to the Board: how else would you suggest to proceed?
3. Regarding governance, I do not think anybody is
suggesting to create new rules and regulations.
I have in mind something informal yet effective
as our involvement in the 3.0 pre-launch
discussion. Isn't what other have in mind, too?

As I said in Torino, I'm not convinced that a letter to the CC board is
all too necessary, at least not in the form of a complaint. The
pre-announcement of CC+ and CC0 could have come earlier, that is true,
but there was one - as I recall about a week before the press announcement.

If a letter is nevertheless going to be sent, it should be coordinated
beyond the scope of CC Europe, if just to avoid the impression that
there is sentiment "aginst the american way dominating our work"
involved in it.

And as for governance: There are several ways at hand to influence what
is happening at CC HQ. A more direct impact through a more formalised
decision making process might look nice at first glance, but would mean
more rules and regulations, and I don't think that we really want that.
It would inevitably lead to a reciprocal strengthening of rules and
regulations of our work in our respective countries. I'm actually quite
happy with the freedom we have in our affiliate team here, and with the
way it is moderated to - and balanced out with - CC HQ through CCi.

Frankly, I find it hard to imagine a modus operandi of collective CC
decision making that really works out. But maybe someone has more
creativity in this than me ...

Dear CC Board:

As leads of national CC projects, we would like
to bring to your attention a few thoughts regarding
communication and governance within the overall
CC Project.

Regarding communication, we believe that all
major CC announcements should be pre-announced
to national projects, to give us the time
to -at least- be prepared to answer questions
from our national media and from the commoners.

Pre-announcements were made a few times with
Mia Garlick, but it clearly did not happen
with the recent introduction
of CC0 and CC+.

Some of us learned about these initiatives
when the press called us in the morning asking
for interviews.
Not good for us, not good for CC.

To avoid it in the future, timely pre-announcements
to national projects should be standard policy
of CC Headquarters.

Information brings to governance.

As we have said, we need, at the very least, to be
timely and thoroughly informed.

But more -perhaps much more-
could be accomplished if the national projects
were involved, in some form, in the decision making
process of CC HQ.

CC is, in fact, now a global project. The impact of any
decision taken by CC HQ reverberates across the globe,
impacting hundreds of highly-qualified, dedicated volunteers.
Not to mention the scores of people and institutions
who use and support CC licenses.

Early involvement of the national projects could
provide useful information to both understand
the impact of potential CC decisions as well
as technical advice that, if followed upon,
could -sometimes- strengthen CC initiatives
when implemented worldwide.

For the sake of clarity, Creative Commons International
is currently doing, in our opinion, a great job in handling
the national projects. Their support is timely,
professional and greatly appreciated.

But the above issues are CC HQ related,
hence our addressing you, the CC Board.
