No. The root filesystem is mounted by initfs
and it has no vfat capability.

Yes, and that would make the initfs ramdisk larger
(and useable ram smaller). This is bad for low-
ram systems (since the ram from the initfs ramdisk
cannot be reclaimed while fs.img is mounted).
