It sounds like you are running from the ramdisk.
You need to run from /dev/hda1 -- i.e. you need
to boot /dev/hda1 (not mount /dev/hda1).

Start floppy 1.
When it says LILO, press CTRL.
Type in: hd root=/dev/hda1
Press: ENTER

After /dev/hda1 boots, re-execute lilo -v
Does that help?

If not, edit /etc/lilo.conf (on /dev/hda1)
to put lilo in the MBR (/dev/hda).
