The config file is set for read-write, but it does not appear
to be activated. Do you perhaps have a different version of
lilo (eg from an old installation) on that machine?

There is your problem. It is mounted readonly. You need to
find a way to get it to mount read-write. What does it say
when you execute:

lilo -v
-------
