I found one mention online of this error message and it is due to a design
defect in the SE440BX Motherboard.

PROBLEM

If three or more PCI add-in cards that require IRQs are installed and an
IRQ is reserved in BIOS Setup, the onboard IDE devices will not be
initialized.

Fixed in BIOS revision 4S4EBOX1.86A.0021.P07.

This may be our chance to learn to update a BIOS.

But we have only ONE PCI card (not three) and don't think we reserved any
IRQs in BIOS setup. (This does not appear to be one of those setup
programs that gives you the choice). What sort of thing would we look for
in setup to unreserve an IRQ? I am hoping another list member has the
same model and understands more.
