1. If it is "lengthening" and not merely "doubling", then why not DALLLLIYM for the very DAL?
2. To my humble knowledge is no דללים in the Hebrew bible, maybe in other "Semitic languages".

actually, "doubling" is a popular name for consonant length in a
word like Huqqim. Length was not written with two symbols, so
Huqqim was written with one 'q', just like dal/dallim were not
written with two lamed symbols.
What we have in the Semitic languages is that words with
'doubled'/lengthened consonants drop their length when a final
syllable drops. That is why you have Huqqim preserving the length
but it drops in Hoq (after the case endings dropped). A verb
like יסבו yasobbu (plural) would become yasob (singular).
(Length retraction in forms like yissob is a second and different
phenonmenon.)
