Well, a grimoire with spells designed to test various situations would
probably be needed... lets see...

- If not A nor B are installed, and A depends on B, and A is cast, B is
cast as well.

- As above but with A needing B and B needing C. Casting A would cast A,
b, and C.

- A spell that has an addition to /etc/services adds it when cast and
removes it when dispelled. And doesn't toast the rest of the file.

- As above for xinetd and init.d

- After casting anything, the state/depends, state/packages, and
activity log are not doasted and the packages and activity log have the
correct additions

There's a start. There are a lot of other things that should be added
though.
