I think thats what my suggestion was aiming for, oh well.

I wasnt really aware at the time of my first posting that perforce isn't
free software and how much that, i guess, infringes on our mission, hence
my argument for keeping both. Now that Ive become aware that that is the
main reason why we dont like perforce, I understand why switching off of
it might be a better idea, however Im still going to stand by my point of
view that using two scms on the same thing is bad, but having a choice is
good.
if we want to use multiple scms, the only way we can realistically
accomplish that is by using one per section, because keeping things
synced in real time (a submit on one shows up immediatly on the
other) isnt something that can easily done without a lot of
kludgery, so if each maintainer chooses the scm they want for their
section there are no more syncing problems

my idea was to help everyone work together, because then the maintainer,
the person who has to sit down and make up the report of what happened
every week, can do things the way they want to do them, using whichever
tool they want, then for stuff outside of the section they may or may not
have to use something else depending on the section. It seems that way
everyone cooperates and everyone gets what they want for their section.
