IMO this is a very good idea. Personally, I think it is ok if other
people update devel/libs spells, especially when they are directly
related to their sections (Sergey, I will update the nss_ldap spell
today ;-).

However, I want to approve the changes. Otherwise some dolt will go
and update gettext ("compiles fine on my box") and break spells like
bash.
