What do admins have to do with voting? If someone is hosting our
services, that requires that they also be a part of our project? I know
that there are a few developers who are kept as "developers" because
they are backup admins, even though they haven't done anything actively
as a developer in several years. Are you suggesting that such people not
be admins if they aren't participating in a way other than pure system
administration?

I can't quite parse your last sentence, but for the rest all of our admins have been considered developers and have commit access, whether or not they use it. I don't believe this is a requirement of the admins per-se, but as they're listed as Developers and you want to move them out I don't believe they should lose any of the benefits/requirements we had before.
