At least for revision-level updates, the kernel config rarely actually
changes and so it would be nice to do that. If it breaks, you would
have needed to use -r anyways.

I don't think this is the case. Now I remember that on more than one occasion,
doing "oldconfig" thing actually straightened out my configuration, and the
kernel would build and work.
