Unless something changed I was unaware of, PREPARE is still a valid file [0].

The second BUILD API only affects from BUILD onward (the last-half-ish of the
cast). PREPARE is the first file that is executed, so I would want to see
the warning there while I was responding to all the spells about
configuration and dependency changes.

I would probably do something like you suggested. I think that using 'exit'
is a big no-no, so you would probably use something like 'return 1'. What I
usually do in situations like this is scan the grimoire for spells that are
doing something similar and follow those examples.
