I dont know if it was ever expressed explicitly somewhere, the rule of
thumb Ive tried to follow is that if it looks at something (but doesnt
modify the system itself) gaze does it (or at least can do it), whereas
if it does something to the system (like exiling or un-exiling a spell)
one of the other commands does it, namely sorcery.

Theres lots of historical artifacts and exceptions to this and everyone
probably draws the line either a different place, or in different
direction...

Sometimes I wish we hadn't joined the web and tome teams and we had
a tome team like we did before of (mostly) non-coding developers writing
the user side docs and helping document and resolve things like this,
getting a consistent and predictable user interface...
