Plants are so prolific in making seeds, maybe those who have extra can just share and sharing can just be "paid forward".  That way, no one has to keep track of anything.  "Freely we receive (from plants) why not freely give?"  That way a wealth is spread that no one can control.  It's easy, It's safe.  We are already doing this with information on here.
 PS>  I'm sure there are some practical expenses to considered like shipping costs.  But just thought I'd throw this idealistic tid-bit in.

my  opinion is using that ol'  kis(s) principle.....unless someone on this list is so devoted and has enough time to keep databases, everyone's input, whether they send enough of this or that, or whatever.  I have seed traded for years, and just like simple trading, with people's educational banter, and give and take of knowledge on the side. Just another opinion.
I doubt i would do this if it got complex, as easy has worked for a long time.
