I have heard reports of reduced/falling efficiency now that these have been in
use some places for a long enough time to show some longer-term consequences.
I would think lots more of them at higher density would only accelerate a slow
but steady near-surface ground temperature change.

What's the mechanics of a "Hot water district?"
