Yeah, I'm familiar with this stuff.
The Dutch are already pretty far along with the "life cycle extension" stuff on hard goods (appliances, autos, etc.). Manufacturers have to pay for costs associated with most all of their products' life cycles.

How do you see it applying to/relevant to PIW? That's what I am actually wondering about.
