1. I'd try burning it out. Make a bowl in it if you can, and start a
small fire. You may have to keep feeding it to keep it going, but even
if the stump isn't that dry, it should eventually burn out.
Inoculating with fungi might work, but Sassafrass is pretty rot
resistant, and would probably take years to rot, even with assistance.
Keeping it moist and shady will speed rotting though. Pile woodchips
up over it. Water it. good luck!
2. Any herbicide should do. Either spray when in leaf, or cut and
paint fresh wound (works best in fall and winter).
