If the tree is in such a position that it might bring down power lines when it's cut if something goes wrong, the power company may not want anybody other than them to cut it. I would definitely call them before touching it.

I agree, make sure that they know that it's OK with you if the tree comes out entirely, and in fact that you intend to remove it if they don't. Otherwise they will probably remove only the bare minimum, for fear of indignant landowners who don't want the tree hurt.

On the right side of the house, however, there is a very tall useless Tulip tree that needs to be taken out because it has started shedding tree-size limbs and its over lines and its going to be thousands $ to remove.
