This would indicate that the protected crop was still within a deers reach of
the
fence.

Once they are eating something they like, they will push their way in to
continue
browsing. You have to prevent them from starting to eat. Make sure your
fence
is well clear of the protected crop.

Cattle are the same way, they will push down a fence, but only if something
worth
browsing is just within/out of reach.
