Reading the statute the organization must be licensed and this seems to
merely require that the organization be organized-- 24/7 dispatch contact,
defined service area for dog team NGO's. GEMA can set quality standards
apparently but this only applies to dog teams. What about all the other
NGO's required to be "licensed"?
