Just call Brian Adams at GEMA 478 993-4618 If you call him he will explain what the SAR licensing requirements are in GA. He seemed most eager to help when I talked with him.

Reading the entire text of the 2001 Act, it singles out SAR dogs (must
be a backstory there!) but includes all nongovernmental providers of SAR
response. That may mean an organization or an individual. It is so
incredibly vague.

On the web I found only one Georgia SAR team that mentions GEMA licenses.
I have asked them to drop by and tell us more about it.
