Watch out for fusarium in the wheat straw.  If you have it, it can infect your garlic.  I lost my entire garlic crop 3 years ago and bad wheat straw was a major contributor. 

Regarding efficient mulching, we picked up a bale chopper several years ago and it does a nice job with dry string tyed bales.

We use wheat straw on our garlic.  Works just fine.  I'm going to need to find a way to more efficiently mulch next year as we are moving into larger than 8th acre plots.  My neighbor has a use straw shooter that I have been sort of "wondering" about.
