I have grown potatoes in bushel baskets-basically the same idea.  3 russet seed pieces to a basket.  This worked very well and the best part was harvesting-turn the basket over and hey presto!  Averaged 6-8 lbs per basket. 
The method that you detail below has been described to me as a "lazy bed" by a lady of Irish ancestry.  And...don't anybody write and crab about the following-these are her words, not mine.....she said that the concept came from an English idea that potatoes could be laid on the ground, manure/compost layered over them-so easy that even the "lazy" Irish peasants could grow them.
She also said that the Swedish side of her family grew them the same way, but it was because of the rocky soil.
Food is always politics somewhere.
