I assume that you are planting these bulbs for green garlic scallions?  I put them into the field early because bench space for flats is always cramped.  For fat heads of bragging-rights garlic, I plant on/around Halloween (latest date was November 6th in zone 5) mulch heavily and call it done until next year. Planting leftover sets in a flat should work fine because you aren't intending to get full sized heads anyway.
