When I was in Missouri and sowing carrots in late July/early August, what seemed to work best was to give the beds a REALLY heavy soaking at planting time -- several hours, either from sprinklers or drip. Then, for the next 5 days/until germination, running drip on the carrot beds in late afternoon for 30-60 minutes. (Very important to only use drip lines in good shape for this -- any gaps in coverage meant for no germination.)
