That's one possibility, tho it seems we get it worse if we're sweating.  Medically speaking, if you wash it off quick enough it won't get you.   Poison ivy is a topical allergen and if it doesn't remain on the skin for long, you won't break out - or at least not as bad.  My advice would be to thoroughly scrub with a good (natural) soap immediately after exposure.  If I've been working around brush where I know there's ivy, I get back to the house and do a good surgical scrub - to the shoulder - ASAP.  I use Bay Rum soap because that's what I was taught.
