2001 and 2002 in the United States?

Perhaps twenty-five?

Even if there were one a week, ordinary murder is a
far more common problem (about 2 a day in L.A alone).

Religious wackos do the same to protect their religion.

Anti-abortion proponents have done the same.

Police agencies are looking for angles to make them
appear more successful at what they do. Because
they are generally not successful at reigning in
organized criminals, they look for a way to obtain
funding where risk is minimal and visibility great.

Agroterror and ecoterror are just the latest things.
