Last year I saved out all those tiny garlics and planted them separately for
green garlic in the spring - thus saving the bigger cloves to develop into
nice big bulbs. Well those tiny garlics developed into equally nice size
bulbs. I had always heard to only plant the biggest ones so was pleasantly
surprise to see the results. I'll still separate them this year (no I've
not yet planted - its next on my list) just to see if it was an unusual
phenomenon. We had a very dry fall and winter last year, too.
