Not at all, as far as I can tell. But I can't speak from
experience about the folks at those levels as much as I can
the local level.

I work with Federal employees all the time. Most are extremely
professional and high quality people who take a lot of pride and
care in their jobs. Of course, many of them are higher level
degrees and scientists, not your normal clerical Fed help. My
main beef would be the politics in some of the agencies and
offices, but we have that in the corporate world too. It just
seems like it is taken to a higher level at some agencies.

State workers are a mixed bag in my experience. I have met many
who were competent, and others who couldn't spit and hit the ground.
I don't interact with many NC state workers so I don't have a feel
for their competence.

Local city and county employees are also a mixed bag. Most of the
locals I have met have been competent. Some of those in regulatory
positions have seemed to have a chip on their shoulder. Several
city workers I have met have been straight forward and direct
without copping an attitude.

In my experience, government workers aren't any less sophisticated
in technology than the general public. Compared to the corporate
and academic world, they are no where close. The funds just aren't
there to keep up with the changes in technology.
