My Brother MFC-4500 (?) fax/printer can do this. It's about five years old. All you have to do is plug the answering machine into a jack on the fax. If it detects fax tones, the fax part takes over.

It also recognizes distinctive ring, which might be a better way to deal with faxes. Get a distinctive ring number for your faxes and have the fax machine pick up when that number rings. If you eventually use the fax enough to warrant it, you can move the distinctive ring number to its own line without having to send out a number change to all your customers/vendors.
