From what I've read, the ability to perform surveillance of OBD data in moving vehicles has been in the works for some time now. Emissions monitoring is the stated rationale, although data could just as easily be used for speed enforcement, suspect tracking, even disabling moving vehicles. Do some searching on OBD-III for more information.
