The problem with this is that, almost by definition, there can only be
so many "top" experts in the world on a given technology. If everyone is
a "top expert" on something, then you can move "top expertness" offshore
too.

So how does one become a "top expert" when all the jobs needed to gain
the "top expertness" experience is offshore?

Pardon my momentary cynicism, but this also sounds like the old line of,
"In America, anyone can group up to be President." That's true enough in
itself, but we've only had 43 people actually do it.

So by analogy in the political world, how does one gain the experience
to become a President (or a Senator) when all the mayor and city council
and state representative jobs have been moved off shore?
