Personally, I think that everyone should have an opt out or no-one. I
had no option to use an outhouse and forgo the septic, so why should
someone based on their religion?

Don't the Amish also not pay taxes? I wish the Episcopal church would
set a doctrine against paying taxes. I'd sure be at church more often.

The problem in Va is the adoption of a state wide building code. Here
in a rural county, we would never build to the same code as in urban
areas, but the state wide code is going to meet the needs of the city
dweller first and then tie the rural dweller to the same standard.
