Bill, have you actually read the Act? Unless you consider that you own a river or stream and the water in it, they can't take away "your" water. It does put a crimp in the waste of "I had my permit first" folks.
As to the other bill, it would take a month of Sundays to unravel all the parts of that one. Everything refers to permits and licenses and back again. Obviously written by lawyers with more time on their hands than sense!

When I first moved here, my uncle told me about the law that basically
allows the state to take whatever water they please for themselves. I
since found out what it's called the Instream Water Right Act of 1987 (I
think). Maybe the incomprehensible title is because they don't want you
to know. You and I both know that they're planning on taken OUR water
and selling it to whoever will pay the most for it, just as they're now
doing with hunting rights.. I don't need to even go look to find out
which set of politicians was behind this, do I?
Here's some more fun these freaks have in store for us. I can't wait to
see the "well meter" that these nuts will be installing. I guarantee
that at point there'll be a second tube bypassing the "well meter" and
that's when the barb wire fence goes up, making my property off-limits
to pigs in every form. That's pretty much how I refer to all government
lovers at this point. From the wording this was clearly written by one
of them:
HB3623 - requires the measurement of __all__ water use in Oregon to
provide the state with the basic information needed for sound water
management. Currently, many water users in Oregon do not measure their
use and don't know how much water they're taking from our streams.
