I think it is a mindset. We were talking about this very thing on another list.

We had a big fire in the Oakland/Berkeley hills a few years ago. BIG fire. With fires you don't have days to do something. You have to do it now. You don't wait for the national guard or the state. The mayors sent out all the cops and countie mounties and they did a grid and told folks "you have 15 minutes to get out or we will move you." Anyone who didn't have transportation was either given a ride by the cops or, if they saw a car with room in it, they flagged other folks down and told them to take the carless person with them.

And, having lived through a couple of nasty quakes including the one in SF, I can tell you we didn't wait for the state or the feds! Local folks got on it immediately.

Same with the oil tanker spill north of Cape Mendocino. No one waited for the feds, the local put out the boats, put out those doohickies that contain the spill and took care of it! Response time for the boats, less than an hour! If we'd waited for the feds we'd probably still be waiting.

Most of the folks I know in WA that live close to Mt. St. Helens have their "necessary stuff" organized and ready to go along with a first aid kit in their vehicle, blankets, flashlights, water and so forth and so on.

Yup, it is a mindset!

As for the two Americas I think it is bunk. Here in Utah there are a good
number of poor. We have many Mexicans, probably many illegal, who are very
poor, and many white folk who are also poor, but I honestly don't think the
chaos that is happening in New Orleans would happen here. I don't think it
would have happened in rural Kentucky either. I think what is going on
with the "poor" in New Orleans doesn't really have to do with being poor at
all. I think it has to do with anger and the mindset that someone owes
