Doreen,

I found that when I left some volunteer evening primrose plants in my garden the Japanese beetles made a bee line for them and by-passed everything else. The primroses were riddled, but nothing else was touched.  You might try planting a few among your roses and see what happens. It's cheap and non-toxic, plus they have good pods for drying and arranging.
