Sounds like it has been in the pot too long, and is probably potbound. I
would repot it into a larger pot, or do some serious root pruning (cut off
25-50% of the roots, wash off most of the old soil, and repot in fresh mix.
The top could be pruned back about the same amount. The compost and
fertilizer treatments sound perfect.
