Duane,
I could be wrong but I think your lemon tree is suffering from old age.
Lemons don't normally live especially long, and 30 years in a 20 inch
pot...well, my best guess is you've done very well to keep it alive this
long. I'd take a few cuttings...citrus isn't all that hard to root and most
of them will grow okay on their own root.
Personally I'd advise against hard pruning it....you'd lose all those good
top leaves....and it possibly could just kill it outright. Might make sense
though to try putting it in a slightly larger container, with some fresh
potting soil.
