Well, for starters, there has to be some sort of water in your area -
pond, creek, whatever, for them to breed. Without water for
breeding, there won't be a population that will disperse into your
garden. They seem to travel a good ways (for a toad) as the nearest
water at my place is about 200 feet down at the bottom of the steep
hill, yet I always have lots of them in the garden - all sizes. They
love rocks, whether in piles or drystone walls. Seems like every
time I lift a rock here, there's a toad under it:-)

So, shade and moisture are absolutely needed. I would also say some
cover between any water source and your garden so they can get there
safely - they have several predators.
