Ah, this discussion could get back into an infinite loop. But if Mark likes us to play guessing games... couldn't the evidence work in exactly the OPPOSITE direction. There are just so many literary links that resolve the questions that Mark 13 should raise for the reader. So,
"in those days" > what days? > man runs away without garment = resolution
"the hour" > what hour? > "the hour has come" (arrest=resolution)

I guess it all depends on whether the naked man is an Israel figure (as you suggest) or a disciple/remnant figure.

An alternate point of view... if there are indeed literary connections
between Mark 13 and the coming apocalypse is the CROSS, then...

a) Jesus has said, watch, don't go to sleep (Mk 13) - the disciples don't
watch, and do go to sleep (Gethsemane)

b) Jesus has said, when the hour comes, flee, and don't go back for your
cloak (Mk 13) - Judas and the arresting party comes, the HOUR HAS COME, and
the young man runs away, and doesn't come back for his "garment."

As evidence that Jesus did not equate the cross with the apocalypse, we need
only look at the words, "in those days" (Mark 13:24) and "this generation
will not pass away" (Mark 13:30) to see that the apocalypse was a long time
away.

Thus, the young man is not heeding the words of Jesus and leaving a field
without first going home for his cloak (Mark 13:15-16).  Instead, Mark is
having this person show that--once again--prophecy is fulfilled in the life
of Jesus:  In seizing the son of God, the young man as Jerusalem is made
naked and his shame exposed. (Isaiah 47:3, Lamentations 1:8)
