Robert,
Many people believe that the New Testament either quotes or alludes to a
great many extrabiblical works as well as those considered Apocryphal by
Protestants. Craig Evans included a 29 page appendix listing quotations,
allusions, and parallels to the New Testament in Non Canonical Writings and
New Testament Interpretation. Establishing that the New Testament authors
quoted a work does not make it part of the Canon. I am sure that you are
aware that Josephus implies a closed Canon of twenty two books. While there
is some room for debate about which books he included, it is clear that he
excluded any book written after the time of Esther. Of course this does not
prove that the New Testament authors would have agreed with Josephus, and
there may have been some disagreement within the Jewish community. However,
there is some reason to believe that at least some Jews held to a Canon not
unlike that of the Protestant Old Testament (recognizing of course that
their Bible arranged the books in a different order).
