dear all,

i have just send the letter (see below) to Joi and James. it has been
send with all the signatories of the letter in the CC so those of you
who have signed it should have gotten a CC about 3 minutes ago. In
total 32 jurisdictions have signed which is more than 2/3 of all the
jurisdictions. lets hope that this is the kickoff for a fruitful
dialogue with CC-HQ.

Dear Joi and James,

First of all congratulations with your recent appointments as CEO
and Chairman of the board. We are looking forward to working with
you in the future. As leads of CC jurisdiction projects, we would
like to bring to your attention a few thoughts regarding governance
and communication within the overall CC Project.

As you will know CC has over 45 jurisdiction projects as of last
month and some of these have been working within the structure of
Creative Commons international for more than 4 years. Creative
Commons International is currently doing, in our opinion, a great
job in integrating new jurisdiction projects and supporting the
existing jurisdiction projects in license versioning and other legal
matters. Their support is timely, professional and greatly
appreciated by all of us.

At the same time, the Creative Commons project has grown into a
global project, which in our eyes supports the importance and
credibility of the overall project. This also means that the impact
of any decision taken by CC HQ now reverberates across the globe,
impacting hundreds of highly-qualified, dedicated volunteers. Not to
mention the scores of people and institutions who use and support CC
licenses.

In this situation (and with the expectation of further
internationalization of the project), we think it is important to
discuss the governance of this global CC project. Clearly this is
not a simple undertaking but we think that it is important to
examine and discuss how we can enhance the communication and
cooperation between the jurisdiction projects and the HQ, and how we
can ensure that Creative Commons as a whole benefits from the
expertise and experience of the jurisdiction projects.

One of the issues that needs to be addressed is how jurisdiction
projects can become involved, in some form, in the decision making
process of CC HQ in San Francisco. We believe that today there is
not a sufficient level of communication, transparency or
consultation in the relations between the CC HQ and respective
jurisdiction projects. While it has for example been suggested that
some form of an international advisory board could help with this,
we are aware that this is a complex and challenging issue that
merits careful deliberation. Given this we were wondering if it
would be possible to reserve some time during the upcoming iCommons
summit to have a discussion between you and some of the project
leads. The iCommons summit provides a rare opportunity for a face-to-
face meeting between members of our community.

In addition to the question of decision making, there are a number
of other related questions that should be addressed in some form in
the near future. We think that it would be beneficial if there were
clear communication guidelines that ensure that jurisdiction project
leads are informed in advance of major announcements made by CC-HQ
(In an ideal world scenario, there should be something like an
internal roadmap that would enable us to plan activities in sync
with the activities of HQ). Finally we also think that we need more
clarity regarding the coordination of post-launch activities,
including the "public" side of our mission. Now that iCommons and
Creative Commons are different organizations with different (albeit
overlapping) objectives, we think that there needs to be room within
the CC project for the coordination of these activities.
