I will try a simpler faster-booting CD for this purpose.
Looking for a DOS boot CD for a computer which recognizes but won't boot from any hard drive.

http://www.bootdisks.us has DOS 6.22.
Boots to A:, will read the CD and run DOS programs but can't see FAT32 C:.

They have 95A 95B 98 98SE ME 2K XP Pro XP Home Dual-Boot (instructions for installing XP after linux and using GRUB).

FAT32 with Long File Names is supported by:
DOS 7.10 (Windows 98) and later
DR-DOS 7.01, ROM-DOS, PTS-DOS
FREEDOS 7.10 - is there a boot CD?
RX-DOS 6.2 (demo only)

http://www.answersthatwork.com has Win98SE boot CD with CD-ROM/DVD-ROM and SATA support.
