Why not 1.3.2?

I started with 1.3.2 and ran into problems.
Busybox no longer supports the 2.2 kernel.
Even in busybox 1.2.2 the fdisk applet didn't
work correctly with 2.2 kernels (I modified
the sourcecode to fix it).

In that case maybe Karolis and I should not work on compiling with uclibc based on 2.2.26 headers and just compile 1.3.2 on the 2.4.31-header uclibc and only use with 2.4.31 kernel.

Is it less stable?

Perhaps. I believe the new busybox policy is
to release early and often.

1.4.0 had something about changes to less but I don't think they were bugfixes. And leaving out e2fsprogs.

Could we simply replace ext2 /usr/X11R6 from a
ramdisk version

ramdisk version? Which ramdisk version?

The one you put on the 2-floppy BL3.50 eventually.
Or copy from the fs.img (loop version).

or does /etc/XConfig also change?

No, Xconfig and Xsetup stay the same. But there are
changes in /usr/X11R6, /usr/share, and /root.

/root/.xinitrc?
What is in /usr/share?

And a new man page.

Cheers,
Steven
