It's a system for semi-automatically setting up a network. It's often
used by DSL/Cable "modems". BL3 has it with BusyBox, BL2 may need an
extra package.

I don't think another distribution will be much better. BL, as you know,
is designed to be a distribution that can connect to the Internet in
a small space.
