http://www.ibiblio.org/pub/Linux/system/mail/pop/pmail-0.9.16.tar.gz

Because I eliminated that option from the kernel to make
it smaller. The BL3 kernel is extremely small for a 2.2
kernel. For example, even the Slackware 7.1 lowmem.i kernel,
which has no networking capability, is larger (479kb).
