You are right, except that Hebrew is not made up of "prefixes". This form starts with the attached personal pronoun (identity marker, alias) HI- for the performer of the act, and includes the internal personal pronoun -I- (short for HI) for the target of the act.

Dear Sébastien,

yes, prefix "hi" is, so to say, the usual form of the hiphil prefix for
"normal" verbs.
And so, in Is 49:1; Lv 14:46 or Rt 4:14.
But........ there are plenty of "exceptions" i.e. many cases to which this
general rule does not apply.

For instance:

--1. With verbs of first guttural, the prefix is "he" (vowel segol): look at
Ex 16:18 (here we find two samples); 1Ki 12:11; Gn 45:26; Js 10:35 and so
on.
--2. Regarding the Infinitive, the prefix is often "ha": Ps 8:3; 2Ch
25:19; Pr 8:21; Jr 3:15...

Is this enough for you?

Kind regards,
