Context decides.  The waters are not created in Gen 1:2.  They pre-exist as
in Egyptian cosmology.

Your translation 'As a beginning' would probably be rendered with the
preposition K-, rather than B-.

"Torah" is the word for the entire Teaching, all of everything
written down, and oral.

Really. I should think that "Torah" is the Jewish word for the Pentateuch.
