Maybe this is where we learn from the written Torah that HA'Satan is an angel whose job is to attempt to steer mankind away from Hashem - and not an independent entity - just an angel, with a job like each other angel, all of them subservient to G-d.

Looking at the context, it is clearly a verb, infinitive. This is not
a common verb (nor noun, for that matter) so that it could be found
only once in this particular form in Tanakh is not surprising.
However, it follows well attested to patterns.
