I would disagree with that. Take for example the Mishnaic chapter "Arba avot
neziqin" - The 4 main categories of damages - the goring ox, the cistern,
the "mav(eh" and fire.
The 3rd refers to Ex, 22: 4, and is based on a textual error - b(h for b(r.
The text the Tannaim had before them was closer to the Samarotan and Qumran.
The Amoraim no longer had that text and had the devil of a timew trying to
figure out what was mav(eh. The discussion ended in no decision.
